Budget Questions and Answers
UNDERSTANDING THE BUDGET
What is the proposed budget for the 2026-27 school year?
The proposed budget is $192,419,398. This represents a 3.06% budget-to-budget increase over the current school year.
What is the proposed tax levy increase for the 2026-27 school year?
The tax levy is estimated to be $134,797,264, a 2.28% increase over the current year. This amount is within the district’s tax cap. The tax levy is the total amount of property taxes a school district must collect to balance its budget.
What if the budget does not pass?
If voters don’t approve the proposed budget on Tuesday, May 19, the Board of Education could authorize a second vote or adopt a contingency budget. By law, a contingency budget must be equal to or less than the 2025-26 tax levy. This would require cuts in programs.
State law governs how such budget cuts would be made. Reductions would be in areas such as:
- Facility upgrades
- Technology
- Extracurricular activities
- Athletics
- Staffing
KEY TERMS EXPLAINED
Tax Levy
The total amount collected from property taxes to fund the operation of the school district.
Tax Cap and Levy Growth Factor
The Tax Cap is a 2011 New York State law restricting how school districts (and municipalities) can raise revenue. It is tied to the Consumer Price Index (CPI).
The law applies to the tax levy only, not to individual tax bills. Every school district has a specific growth factor that is part of the calculation of its tax cap. Other factors that determine a homeowner’s school taxes include:
- Assessed values
- How taxes are distributed across different types of properties
- Various STAR exemptions
All of these can vary from year to year.
PILOTs & Direct Assessments
PILOTs (Payments in Lieu of Taxes) and Direct Assessments are reduced tax arrangements for certain properties.
The Nassau County Legislature has granted LIPA a Glide Path (Direct Assessment) agreement. This leads to a reduction of 46.5% in school district revenue over a seven-year period.
State Aid
New York State provides two primary forms of funding to school districts:
- Foundation Aid – the state’s main education funding formula based on factors such as property values and student needs
- Building Aid – reimburses school districts for approved capital projects such as repairs and renovations

VOTER ELIGIBILITY, ABSENTEE & EARLY MAIL BALLOTS

Absentee and Early Mail Ballots
Applications for absentee and early mail ballots are to be completed on a form prescribed by the state board of elections and may be obtained by visiting the State Education Department’s Website at:
https://www.counsel.nysed.gov/miscellaneous.
Application requests will not be accepted before April 20, 2026 for the May 19, 2026 Budget Vote & School Board Election.
Completed applications for absentee and early mail ballots must be received at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter or to his or her designated agent. An original signature is required. Therefore, you must submit the application via regular mail or in person to receive a ballot. Your application will not be acknowledged or accepted via e-mail or fax.
Absentee and early mail ballots must be received by the District Clerk no later than 5 pm on the day of the election in order to be canvassed.

PROPOSITIONS
RESOLVED, that the statement of estimated expenses of the amount of money which will be required for the
ensuing year 2026-2027 for school purposes shall be presented at the Annual Election of May 19, 2026 to the
qualified voters of the District for their approval, and that the propositions for said budget shall appear on the
voting machines in the following condensed form:
PROPOSITION NO. 1 - SCHOOL DISTRICT BUDGET
RESOLVED, that the statement of estimated expenses (budget) presented by the Board of Education of
Oceanside Union Free School District, Town of Hempstead, County of Nassau, State of New York, for the
School Year 2026-2027 in the amount of $192,419,398 for the purposes stated, be and same is approved, and said total amount, exclusive of public monies and other lawful income shall be raised by the levy on the taxable property within the school district and collected during the ensuing year as provided by law.
PROPOSITION NO. 2 – OCEANSIDE LIBRARY PROPOSITION 2026-2027
The annual appropriation for Library services of $8,106,632 heretofore authorized by the voters is hereby
increased by the amount of $183,068 for a total annual appropriation of $8,289,700 for each year commencing July 1, 2026, together with the Library’s designated share of any payments by LIPA pursuant to a settlement under case index #403754/2016, representing the amount necessary for Library services pursuant to the written contract between the Board of Education of the Oceanside Union Free School District and the Oceanside
Library.
PROPOSITION NO. 3 – CAPITAL RESERVE PROJECT
RESOLVED, that the Board of Education of the Oceanside Union Free School District ("District”), is hereby
authorized to appropriate and expend from the Capital Reserve Fund, approved by the voters and established on
May 15, 2018, an amount not to exceed $5,789,078 for the purpose of undertaking a District Capital
improvement Project at Oceanside High School to commence during the 2026-2027 school year and to consist of the construction of improvements and alterations to Oceanside High School property (“Project”) as follows:

forth may be reallocated among such components if the Board of Education shall determine that such
reallocation is in the best interests of the District and does not materially change the scope of the Project.

RESUELTO, que la Junta de Educación del Distrito Escolar Libre Unificado de Oceanside ("Distrito") queda autorizada para asignar y gastar del Fondo de Reserva de Capital, aprobado por los votantes y establecido el 15 de mayo de 2018, una cantidad no mayor de $5,789,078 con el propósito de llevar a cabo un Proyecto de Mejora de Capital del Distrito en la Escuela Secundaria de Oceanside, que comenzará durante el año escolar 2026-2027 y consistirá en la construcción de mejoras y modificaciones a la propiedad de la Escuela Secundaria de Oceanside ("Secundaria") de la siguiente manera:
